A monthly review of climate, energy, and environmental policy issues

Keep this in mind:

“If it be asked, What is the most sacred duty and the greatest source of our security in a Republic? The answer would be, An inviolable respect for the Constitution and Laws — the first growing out of the last. A sacred respect for the constitutional law is the vital principle, the sustaining energy of a free government.” —Alexander Hamilton (1794)

“Republics are created by the virtue, public spirit, and intelligence of the citizens. They fall, when the wise are banished from the public councils, because they dare to be honest, and the profligate are rewarded, because they flatter the people, in order to betray them.” —Joseph Story (1833)

“Americans rightly concerned with the drift of our public officials away from the constitutional principles that were designed to keep us a free people should not be looking to change the Constitution, but rather to enforce our Constitution. Why do we have so many members of Congress — and of our state legislatures — who are either ignorant of, or disdainful of, our Constitution?”- Steve Byas (2022) in The New American Magazine

CLIMATE ISSUES

Some Background:

Geologic evidence shows that Earth’s climate has been in a constant state of flux for more than 4 billion years. Nothing we do can stop that. Much of current climate and energy policy is based upon the erroneous assumption that anthropogenic carbon dioxide emissions, which make up just 0.1% of total greenhouse gases, are responsible for “dangerous” global warming/climate change. Man-made carbon dioxide emissions have no significant effect on global temperature/climate. All efforts to reduce emissions are futile with regard to climate change, but such efforts will impose massive economic harm to Western Nations. (See links to Wryheat articles at the bottom of this post for details on climate.)

The “climate crisis” is a scam. U.N officials have admitted that their climate policy is about money and power and destroying capitalism, not about climate.

The Global Warming Golden Goose

by Norman Rogers

Climate science was an obscure and unimportant corner of academia until the professors lucked out with global warming. The global warming idea apparently struck a spark with the government and media establishments and caught fire. Money and influence flooded from Washington to academia.

In his farewell address in 1961, President Dwight D. Eisenhower warned against the scientific-technological elite being dependent upon government grants. Eisenhower feared that the elite would use their influence and expertise to warp public policy for their own benefit. That is exactly what is happening. Global warming is only one of many current scientific frauds that enhance the welfare of the scientists and bureaucrats promoting the frauds.

Since World War II, the increasing flow of big money from Washington has contributed to a gradual change in the character of research universities. Money became more important than science. Administrators who were focused on money and power grew in number and became dominant. This change in character was documented in an important essay by the MIT scientist Richard Lindzen. Global warming provided the professors and academic administrators with a junk science golden goose. They were determined to stop anyone from killing the goose. (Read more) ☼

Supreme Court deals Biden climate agenda serious blow with EPA decision

by Ronn Blitzer, Fox Business

The Supreme Court dealt a significant blow to the Biden administration’s climate change agenda, ruling that the Environmental Protection Agency cannot pass sweeping regulations that could overhaul entire industries without additional congressional approval. (Read more)

While some commentators view this decision narrowly as a determination of the Environmental Protection Agency’s ability to promulgate regulations to address climate change, in practice, it sets a precedent that will limit the ability of all executive agencies to make regulations that shift entire industries without specific congressional authority to do so.

Scientists William Happer and Richard Lindzen noted that “reliable scientific theories come from validating theoretical predictions with observations, not consensus, peer review, government opinion or manipulated data. They also assert: “science demonstrates there is no climate-related risk caused by fossil fuels and CO2, and therefore no reliable scientific evidence supporting the proposed rule. ”

White House ‘Disinformation’ Campaign Against Climate Policy Critics Sparks Litigation

by Kevin Mooney, Heartland Institute

Climate activists are working in coordination with the Biden White House and Democrat-dominated congressional committees to silence political opponents under the guise of “disinformation,” legal and energy policy analysts say.

Under President Joe Biden, the White House Office of Science and Technology Policy has kept a tight lid on how the administration advances its climate agenda, Chris Horner, an attorney representing a government transparency group, told The Daily Signal.

Horner said the White House science office refuses to respond forthrightly to related open records requests from his nonprofit group, Energy Policy Advocates. Such answers, he said, would enlighten Americans on the White House’s recruitment of outside activists and academics to discredit dissenters on climate change. (Read more)

Biden’s Climate Agenda Is Increasing Energy Prices And Greenhouse Gases

by Stephen Moore, Townhall

Here’s an amazing but true statistic. After more than a decade of declining carbon emissions here in the United States, in 2021, President Joe Biden’s first year in office, emissions rose. In other words, not only have Biden’s energy policies been a disaster for our economy and national security as we have become more dependent on Russia and Iran, but they haven’t worked as a global warming solution. [Summary: Biden’s cancelling of natural gas pipelines made gas scarcer and more expensive. It was replaced by coal, thus increasing CO2 emissions.] (Read more)

Ending Fossil Fuels Won’t Stop Global Warming

by Richard Batey

President Biden has often claimed that global warming and climate change are a “threat to human existence” and he has guaranteed to “end fossil fuels.”

Fossil fuels are by far the most important source of energy in America and the world because fossil fuels are the most affordable, abundant, and energy-dense fuels available. Americans strongly prefer fossil-fueled energy, which is why driving up the price and enacting coercive legislation/regulation and costly subsidies have been salient features of anti-fossil policies.

But is it true that ending fossil fuels will stop global warming? This brief will examine the scientific facts that allegedly support the underlying premise of ending fossil fuels. Readers may be surprised to learn that climate scientists have repeatedly failed to scientifically validate the anthropogenic (human-caused) greenhouse warming (AGW) theory and that some scientific evidence has actually contradicted the AGW theory, i.e., There is no proof that fossil fuel emissions significantly increase global warming. Who knew CO2 was vital to human health? Scientist — Part one

By Dr. Jay Lehr

In 1904 Christian Bohr, a Danish biochemist discovered that carbon dioxide (CO2) facilitates the release of oxygen (O2) to our cells. Oxygen is carried through our body by the hemoglobin in our red blood cells. Bohr discovered carbon dioxide acts as a a catalyst for hemoglobin to release its oxygen for use by our bodies. When levels of carbon dioxide in our bodies become too low the bond between the oxygen and hemoglobin increases making it more difficult for the oxygen to be released to our cells. Poor physical oxygenation leads to many unhealthy problems within our bodies. Conversely it is actually difficult to have too little oxygen in our bodies. For a healthy body, over breathing or inhaling pure oxygen has little benefit delivering to our tissues and organs. (Continue reading part 1) (Read part 2) ☼

The barren, benighted world of net zero

by David Wright

The real-world consequences of green extremism

by Hugo Durdon, Washington Examiner

Much of the world groans under immiserating rules handed down by a “theory class,” even though they obviously don’t work. The accolade for the most disastrous policy outcome is hotly contested, and [the] grim revelation of 9.1% inflation shows that President Joe Biden’s spending agenda is a strong contender. But even that might not take the cake.

Worse, perhaps, are the results of hyper-alarmism on climate change. Excessive environmental policies are proving disastrous worldwide. Suddenly, all the green chickens are coming home to roost.

Intolerant “liberals” keen to “save the planet” are ruining it — officiously preventing the poor from lifting themselves out of poverty, forcing wealthy nations to retreat from comfort and efficiency into backwardness, even killing people by the hundreds of thousands.

Humankind long ago acquired the technological ability to thrive in all climes, but citizens of the most advanced nations must now check the weather forecast to know if their fridges and household lights will work or be shut down in an electricity blackout. (Read more) ☼

Biden is selling our petroleum reserves to China

by Ed Brodow

Biden is selling off 180 million barrels (one third of the total) from the Strategic Petroleum Reserve. The stated goal: softening the pain on American citizens from higher gas prices. Releasing the oil should have reduced the price at the pump. Why isn’t that happening? Because the oil being released is going to Europe, India, and China.

“The Biden administration is selling off our emergency oil reserves to China,” said Tucker Carlson on Fox’s Tucker Carlson Tonight. “An impeachable offense. Selling off our most valuable asset to a government whose goal is to crush us.” The irony, Carlson points out, is that there is no reason to sell the reserves “when we can produce the energy here.”

Biden could end inflation and fix the entire economy TODAY. Hidden a thousand feet beneath the surface of the Rocky Mountains lies the largest untapped oil reserve in the world — more than 2 trillion barrels. This is more than all the other proven reserves of crude oil on Earth. Why are we not extracting this? Because Biden, the Democrats, and environmentalists have blocked all efforts to help America become independent of foreign oil. (Source)

BTW: Biden’s Energy Department in April announced the sale of 950,000 Strategic Petroleum Reserve barrels to Unipec, the trading arm of the China Petrochemical Corporation. That company, which is commonly known as Sinopec, is wholly owned by the Chinese government. Biden’s son, Hunter Biden, is tied to Sinopec according to the Washington Free Beacon. (Source) ☼

Biden’s Solar Power Scam: How Phony Emergency Declaration Will Help China

by Roger Severino and James Carafano, The Daily Signal

When it comes to energy policy, President Joe Biden has become a master of doing the wrong things for the wrong reasons. His policies on solar panel production and imports are prime examples. Biden is pushing for a rapid, government-mandated transition to a society powered by wind and solar energy that he promises will deliver zero greenhouse gas emissions. That is neither responsible nor reasonable. Rather, it is a political fantasy agenda that will reduce access to reliable, affordable energy, damage our economy, harm the environment, and undermine our security program. (Read more) ☼

How Biden Administration Is Helping Drive Up Food Prices

by Daren Bakst

The administration’s war on energy is one of the main culprits in driving up food prices. Energy is an input that affects sectors across the economy, including the food sector. From turning on lights and operating machinery to transporting goods, energy is critical across the food supply chain.

It is also critical to the food supply chain in ways that may not seem as obvious. For example, high energy prices drive up the costs to farmers for a key agricultural input—namely, fertilizer.

More than 57% of the fertilizer used in the United States is nitrogenous, and a critical input for nitrogenous fertilizers is natural gas, which can account for 70% to 90% of its manufacturing cost. When the price of fertilizer goes up, those increased costs can show up in the price of food. (Read more) ☼

Biden Needs To Fire The Climate Clowns Destroying Our Energy Industry

by Kelly Haughton

Joe Biden can end the global energy crisis in 3 easy steps: 1. Promise to stop his anti-fossil fuel-fuel agenda for the remainder of his administration. 2. Withdraw from the Paris Agreement. 3. Encourage other countries to do 1 and 2. Production will surge, prices will plummet.”

To create credibility regarding energy markets (including oil and natural gas), Biden would need to take several additional steps to make people believe he was serious about promising to stop his anti-fossil fuel agenda for the remainder of his administration.

The first step is to fire John Kerry, Biden’s special presidential envoy for climate change. The second step is to fire Gina McCarthy, Biden’s National Climate Advisor. The third step is to fire Secretary of Energy Jennifer Granholm. (Read more) ☼

Ten Policies to Unleash American Energy and Fuel Recovery

by Robert Bradley Jr., MasterResource

1. Lift Development Restrictions on Federal Lands and Waters

The Department of the Interior (DOI) should swiftly issue a 5-year program for the Outer Continental Shelf and hold mandated quarterly onshore lease sales with equitable terms. DOI should reinstate canceled sales and valid leases on federal lands and waters.

2. Designate Critical Energy Infrastructure Projects

Congress should authorize critical energy infrastructure projects to support the production, processing and delivery of energy. These projects would be of such concern to the national interest that they would be entitled to undergo a streamlined review and permitting process not to exceed one year.

3. Fix the NEPA Permitting Process

The Biden administration should revise the National Environmental Policy Act (NEPA) process by establishing agency uniformity in reviews, limiting reviews to two years, and reducing bureaucratic burdens placed on project proponents in terms of size and scope of application submissions.

4. Accelerate LNG Exports and Approve Pending LNG Applications

Congress should amend the Natural Gas Act to streamline the Department of Energy (DOE) to a single approval process for all U.S. liquefied natural gas (LNG) projects. DOE should approve pending LNG applications to enable the U.S. to deliver reliable energy to our allies abroad.

5. Unlock Investment and Access to Capital

The Securities and Exchange Commission should reconsider its overly burdensome and ineffective climate disclosure proposal and the Biden administration should ensure open capital markets where access is based upon individual company merit free from artificial constraints based on government-preferred investment allocations.

6. Dismantle Supply Chain Bottlenecks

President Biden should rescind steel tariffs that remain on imports from U.S. allies as steel is a critical component of energy production, transportation, and refining. The Biden administration should accelerate efforts to relieve port congestion so that equipment necessary for energy development can be delivered and installed.

7. Advance Lower Carbon Energy Tax Provisions

Congress should expand and extend Section 45Q tax credits for carbon capture, utilization, and storage development and create a new tax credit for hydrogen produced from all sources.

8. End Preferential Tax Credits

Congress should should not expand or extend Section 45Q tax credits for Carbon Capture and Storage. Congress should not extend subsidies for Electric Vehicles and should eliminate the Production Tax Credit (PTC) for wind power and Investment Tax Credit (ITC) for solar.

9. End Permitting Obstruction on Natural Gas Projects

The Federal Energy Regulatory Commission should cease efforts to overstep its permitting authority under the Natural Gas Act and should adhere to traditional considerations of public needs as well as focus on direct impacts arising from the construction and operation of natural gas projects.

10. Advance the Energy Workforce of the Future

Congress and the Biden administration should support the training and education of a diverse workforce through increased funding of work-based learning and advancement of STEM programs to nurture the skills necessary to construct and operate oil, natural gas and other energy infrastructure. Stricter Vehicle Emissions Standards Would Raise Prices, Cause Shortages

by Linnea Lueken

The U.S. automotive industry is unlikely to meet new federal regulations limiting vehicle emissions, but the rules will raise costs for consumers, according to industry experts.

The rule changes by the U.S. Environmental Protection Agency (EPA) include a new set of carbon dioxide (CO2) emissions standards for 2023 and later model year cars. The U.S. National Highway Traffic Safety Administration (NHTSA) issued new Corporate Average Fuel Economy standards (CAFE) for vehicles through 2026. The new regulations require lower emissions than achieved by any combustion engine vehicle on the road today. (Read more)

G7 Abandons Climate Agenda, Will Turn To Fossil Fuels Amid Energy Crisis

by Jack McEvoy

World leaders at the G7 summit in Germany signaled they will turn back to fossil fuels despite their commitments to a green energy transition thanks to the ongoing energy crisis. The war in Ukraine is heavily restricting fuel imports, with Russia cutting off European access to the Nord Stream pipeline and the US imposing a fuel embargo on Putin. As a result, the U.S. and European countries are abandoning their climate agenda to return to fossil fuels. Amid skyrocketing fuel prices, the Biden administration has been forced to abandon certain planks of its climate agenda. (Read more)

No Emission Reduction Gained from Increasing Wind & Solar

by David T. Stevenson, Director Center for Energy & Environmental Policy

In the Delaware region, from 2019 to 2021, wind and solar power generation increased by 30% but had no impact on carbon dioxide emissions (CO2). This is a huge failure since emissions reduction is the only purpose of the rush to use more wind and solar-powered generation. These power sources are poor technologies no one would use without permanent government mandates, massive subsidies, and punishing taxes on carbon-based fuels that add $1 billion a year in power cost just in PJM. Most wind generation occurs when it is least needed, and most solar generation occurs in about 6 hours a day, and both are very intermittent with wide seasonal variation. They are also non-recyclable, have one-third to one-half the productive life spans of alternative power sources, and take up a lot of ground. (Read more) ☼

Big Oil profits aren’t driving gas prices, experts say, despite Biden’s ‘price gouging’ accusations

by Ramsey Touchberry, The Washington Times

Big Oil has been the go-to boogeyman for President Biden and Democrats over alleged “price gouging,” with “Putin’s price hike” a close runner-up.

But profits made by the oil industry — while at record levels — ebb and flow with global energy markets, not because the firms are manipulating costs, according to market analysts. Recent high earnings of top oil companies allowed the industry to recoup its record losses during the pandemic and returned billions of dollars to shareholders.

The American Petroleum Institute, the nation’s largest lobby for the oil industry, characterized profit-slashing proposals pushed by Democrats as “a really insane policy for policymakers to take at a time of energy scarcity.” “All of these propositions would cut off the kind of energy we need in the U.S. — not advance it,” API President and CEO Mike Sommers recently told reporters.
